I found this in mouse.sha



Is it in another game, and i just have never saw it?

It was an icon that was going to be used for the spies disguies action but never made it.

Make a new animation with PsiWarning=yes specified in art(md).ini .

there are many other unusual ones in that file. I found one that I assume is for a Anti-squid device, anti-mind-control device, and then some.
