I'm back, after a long, coz i was sick. I encountered a weird problem. My new side (based on british) have a new tech lab and they can build it, but other allies cant build their own lab. So i make the original lab to make all aliied country, including my new side (but they r not ally side). But still only new side build the lab, other allied countries never build untill i force quick build by trainer. Its horrible ! Can any1 give me a solution ?

Perhaps they're building something expensive first? Or they're waiting for a trigger?

I remember encountering this problem once, but I never fixed it...the mod was so f...ed up at that point, that I just continued, and one day it started working again...
