The solid doesn't have to be so big that it kills him. It can actually be only about a milimeter or 2 across so the victim would easily survive. And once the solid si coated with the virus, it is pretty much guaranteed infection because it has pierced the skin. Of course many problems would have to be overcome, but after maybe 15-20 years of research and testing , it could be made.
But enough about that because it is only a game! Not an exact representation of the real world! Let some people use their creativity for onece, GEEZ. I wonder if westwood would have much of anything in their game if it had this kind of criticizing.

Well no, you certainly couldn't control anyone mind.. However it is never explained how yuri does either and he has some kind of device wired into his head suggesting it is technology mediated. Just make something up for what the technology is. As I said, the scenario with mind control doesn't exist as there is no such existing technology so you can make up whatever you want. The rail gun DOES exist and so you can't go round naming unrelated weapons rail guns and expect it to be remotely convincing. In theory you could have a very low yield nuclear device that only leaves short half life isotopes BTW and the time period of the game is irrelevant as it is not based on our research timeline at all, but a theoretical alternate one. Technology being in its correct time does not apply.
