Yes, it is.
RA2 has a good balance of units, it does not need 50 diferent ground attack vehicles for one side.
The point of RA2 was not to add MORE tanks, but to take away.
If this unit can do its job, plus the job of unit A, then unit A gets cut and Unit B is put in its place as long as its not terribly out of balance.

How is a versitile light tank that doubles as a partial APC the same gorund attack vehicles as a tank buster made to kill things in one shot and retreat, a APC that can carry more infantry with a weaker gun, or a MBT made specifically for fighting everything?
I see where you get the MRLs and Iv'e thought about that too... The difference is that one is weaker, lighter, carry less armor, but is faster so it can reload at the service depot faster(yeah I left that out...), even without that part, one is lower on the tech tree and oen is higher.

Oh yeah, BTW, if you want a full no BS reason for me wanting to make a RA2 mod, I want to make the last great RA2 mod  , beat out Deezire, Red Eagle such, It's jsut that type of person.

BoB is right. adding new units to either side could upset the balance in the game. if a new unit to either side is added and it is too powerful, only that side benefits/survives the battle. or you add more units provided there are some parameters are present in all the countries like IncomeMult, Armor etc. .

You know, I am trying to balance this as best I can, taking armor off, makign things cheaper... changing them aroudn the tech tree. I even used proportions from the rhino so that the tank is like a better versio of that anks and I change the weapons, speed, range, and armor using percentages. Unless oyu really want do something constructive and actually help me.

well, personally i think the mod sounds gr8, but there do seem 2 be balancing issues, keep it up tho and ull get there.
maybe no-one will actually play ur mod cos of generals, well some will as some peeps specs wont reach it
