Is it possible to make building upgrades like the power plant in ts and the tech center. If so how?

yes u can also make infantry upgrades and the like by using hte building upgrade to palce a dummy building which upgrades stuff

If you're trying to use the upgrades as PreRequisites - no it isn't.
