Okay, I looked it up:
For the pavement just use the TS code and replace totile's value with concreteXX (where XX is a number - look in the mix files to see which number tile you prefer.)

What are you talking about?

ToTile=pvclr is all that is needed, as it points to the filename of the pavement lat files.

Hey does anyone know how to make the pavement under the other buildings, and how to make it like in TS where it will just build under the current buildings?

I doubt that's possible.
You could try setting the pavement to Adjacency=0 and PlaceAnywhere=yes (I think that's the flag) but don't get your hopes up.

What I wanted to do was have it like Dune where you could only build buildings on concrete slabs - anyone know how to do that?

you would have to find the grass and concrete and other ground rules and make it so you can't build on them, then make a tile which looks liek concrete that you can build on and build from the toolbar. but that would take a lot of work to do
