Where the heck do I find the:

1. rules.ini
2. RA2 cameo files

Any help would be greatly appreciated

hot tamale! i expect you know to find those files. anyways, the cameo is found in the language.mix\cameo.mix . the rules.ini is found in ra2.mix\conquer.mix use xcc utilities. .

you must look fro the language.mix file using the XCC utility. cameo.mix is within that .mix file. the same thing goes to ra2.mix. conquer.mix is within ra2.mix. .
