Default AI Editing help

I am a pretty experienced AI modder but have run into a problem.

1.) Why can't I get the Soviet's or the Allied Choppers to go on an attack mission? They won't leave their own camp. Is there something about those unit themselves?

2.) According to the AI Tutorial concerning structures, you use the structure number minus 1 then add 1 of 3 numbers to it to arrive at the structure number to use in the AI. But I've observed on numerous instances where in the AI where the number minus 1 is only used. EX:

[0C91433C-G]
Name=Soviet Refinery Guard
0=58,15
1=11,11

The Soviet refinery is number 16 minus 1 equal 15
Can anyone explain why it is not 131087 instead of 15 cause
131072 plus 15 = 131087

You CAN add those numbers to structures.. you don't HAVE to do it.

When i was working with AI i found that the 15 means the first refinary, 131087 means the second refinary etc. probably the ai can only seperate three of the same structures for chainly guarding
