Default 2 questions that regards AI

ok,
1. I want to make the allies build more aircrafts, so they can attack with 5 or more planes at the same time.. I edited the aimd.ini to make them use more planes, but they don't build more Air Force Command HQ so they can build more planes, and therefore they don't attack.. :/ How do I make them build more AIr Force Command HQ's?

2. I have a question about when editing the aimd.ini. The parameter under [teamtypes] where it says priority= , is it that the higher the number is the higher the priority is to make this team? Or is it the lower the number is?..

I cloned the AFC and made them build all of them.

how about making the Allied AI build more Prism Cannons and PillBoxes? i want the Allied AI aggressive in terms of building tougher, hard to break base defenses. what entry in rules.ini could probably control that? thanx!!
