Its actually ****ICON and ****UICO that are the naming convention, but you don't have to name them like that, its just the WW convention to make things easier. Its Cameo= and AltCameo= that determine the normal and veteran icons states and nothing more.
It is possible to import a voxel into 3DSMax using scripts that FlyBy developed, but not really for editing as conversion to voxel is a lossy process...a one way kind of export really. You can use 3DSMax to make models to turn into voxels however.
