Note: These weapons are only used by the Gattling Tank, not the Gattling Gun (Gattling gun doesn't become elite and has its own non-elite weapons).
[AAGattling]
Damage=25
[AAGattlingE]
Damage=25
[AAGattling2]
Damage=30
[AAGattling2E]
Damage=25
[AAGattling3]
Damage=40
[AAGattling3E]
Damage=25
Increase damage of elite weapons to match damage of non-elite weapons?
(weapons are identicle in all other respects)

yep. the question is, do we upgrade the elite weapon or downgrade the non-elite weapon?
The anti-ground gattling tank weapon is 25,25,25 for both elite and non-elite. Despite this, I think we should upgrade the aa weapon because everyone is used to and expects the gattling tank to work like normal (and normal is usually a non-elite) and is less of a change to the game than downgrading the non-elite weapon

nm, it's all much of the same.
I agree that we should increase the damage of the elite weapons.
UMP3 is very nearly done. I'm just waiting on opinions regarding the inclusion of
Map smudges corrections
Fixed Soylent discrepancies (GGI,CIVAN,YADOG,YDOG)
[EDIT:
With this release I will also make available a zip file containing the corrected Tech Outpost & Weather Controller shps, the original Allied second mission map and three text files:
1002base.txt - code list for all the fixes in the UMP
1002xtra.txt - issues not 'fixed' in the UMP
1002xtrb.txt - code list and instructions for adding TX 'additional animations' support
:EDIT]

For all other infantry (except civilians/animals/Slave) the Soylent is always half the cost. (Vehicles are 100%.)
Is this a definite bug or one for the optional fixes document?

You might as well fix these ^^^. You're making a log of changes, so if someone doesn't like this change, they can chage it back anyway.
I don't know what the map smudges are for, so I don't care about that.

Yuri Attack Dogs:
Soylent has been lowered from 100 to 50.
This appears to be intentional since the dogs are exact copies of the existing allied/soviet dogs except for the soylent.
Why Yuri should get less return from grinding them is unknown, for he cannot get them through any means other than training them himself.
Reasons to 'fix': clearly stupid - should be same as other dogs.
Reasons not to 'fix': appears to be intentional.
Guardian GI:
Given that the soylent is 150, the GGI probably had a cost of 300 which was later upgraded to 400, and they forgot to change the soylent.
Reasons to 'fix': probably was an error.
Reasons not to 'fix': none (other than the fact that there are other soylent discrepancies)
Chrono Ivan:
Cost is 1750, soylent is 500.
I can offer no explanation for how this came to be.
Reasons to 'fix': none (other than the fact that it does not conform to standard soylents)
Reasons not to 'fix': none (other than the fact that there are other soylent discrepancies)
[EDIT: Wait a minute, can you even put Crazy/Chrono Ivans in a grinder? :EDIT]
So de we go ahead with fixing this?
Once this has been decided, the UMP3 will be released.

For all this soylent-stuff, and the "appears to be intentional"-thing, I've got a quote for you:

Wasn't in the mood to translate it, but those are actual quotes from Yuri 1.001's patch.doc, clearly stating that Westwood themselves did change prices, speeds and other balance-issues after the release. The point? All those values were originally intented as well. So just because something hasn't been fixed by Westwood with 1.001, that doesn't mean they wouldn't want to fix it at all...they just got bought up and locked away.
And, in addition, just look at how many times prices, speeds and similar got changed in Generals after the release - it's just that Yuri didn't get enough patches.
It is normal business to fix balance-issues after a game's (or mod's) release, and since we all agree that those soylent-values, for example, just don't fit in, I say correct them. Westwood would have done it, if they'd had the chance.
