XCC utulity use
I am pretty new at this editing stuff, i want to know how to use an xcc utility to extract SHP files

Just d/l XCC Utilities from
http://xccu.sourceforge.net
Use XCC Mixer
File -> Found -> Red Alert 2
And go looking for SHPs. If you want one extracted, just right click the name and and choose Copy as pcx (since SHP's can only be edited by the SHP Editor & Builder).

1) Open up XCC Mixer,
2) Find the file you want to extract,
3) Right Click it and click Extract,
4) Put .shp at the end of the name then click save.
If you want to extract it into pcx format then click copy as pcx instead of extract.
