its name is Vortex. it appears randomly in the map in Red Alert 1 when you abuse the usage of Chronoshift and Chrono-based units. it is a spinning ground whirlpool. it has color of the ground from which it spins and emits electric bolt like the shock trooper's weapon. DeeZire made one and it comes from a Vortex device, He had a perfect description of that on a previous thread.

i didn't know it was a ground based unit. i thought it was supposed to be floating around.

it is not a unit either. it is some sort of a side effect created due to abuse of the Chrono technology..
