With this code the game ignores the buildlimit=1
what could the problem be?

It's an upgrade - technically it does not exist once it's been placed on the parent building. But even having several of them would give you only one superweapon.

All you did was add PowersUpToLevel=-1. That does not magically force BuildLimit= to start working. I can only suggest to make it BuildLimit=-1 and forget it.

I don't think it wiil help.
In my oppinion Image=NAPARA_A "will magically force BuildLimit="
(I'm not sure but try anyway)
P.S. In Mooman's rules it works...
