can mc only infantry, can't distinguish between player-owned/civilian (unless you recode the game's armor usage which is arduous and not worth it for the end result).

Martyr means that you can switch the armor types around so only civilians use Armor=none and all other infantry use plate and flak.

What about a unit that can control enemies, somewhat like a mastermind, but after a while of controlling enemies, it shuts down and must recharge. The more units it controls, the faster it loses charge. Then that's alot like mastermind, do it isn't worth the effort

I doubt you could make the unit continously turn off and on, but you could give a MCing unit "PoweredUnit=yes" and a building "PowersUnit=-MCing unit-". Might work.

Actually, I think you can modify the Yuri's Psi Wave to work like your original idea. This is a sketch of what you'd want to do for a 10% tank, and you'll need to make that a warhead. Also, if an infantry is killed with this, it will do the Yuri Psi Wave Head Pop. You'll have to use Warhead=PropPulse for this to work.

CellSpread=5
PercentAtMax=.85
Verses=100%,10%,10%,10%,10%,10%,10%,10%,10%,10%,10 %
InfDeath=6
PsychicDamage=yes ;Use the Yuri Psi Blast code, this should make it to percent of total damage

I'm new ot this whole Hacking thing... where do I put this command:
[Propaganda]
ROF=1 ; everyone listen the propaganda instantly when in range
Range=5
CellRangefinding=yes
FireOnce=yes ; to prevent destroying things instantly
Projectile=Invisible
Warhead=Super ; it affects every unit

Well, welcome to DeeZire forum.
As I see you seached smth. by key word Propaganda
As you wrote [Propaganda] is a weapon.
You may put it in rules(md).ini in any place you want. Don't forget to add Damage=XX (XX - any number) to this code. Then select any unit you want and give him this weapon by such code Primary=Propaganda or Secondary=Propaganda.
You should read some tutorials about rules.ini and rulesmd.ini files (how to use them) and on editing wepons.
I think you can find such tutorials yourself in any searching sait, for example http://www.google.com
