Westwood only included the features they wanted to add and could feasibly add to each game. By the time they made RA2/YR they were already being controlled by EA. Except for Renegade none of their games are officially modable, they just made it easier for gamers than many other game production companies do. It benefitted them as well, they could make tweaks to the game without having to recompile everything each time. They just could not add features that they didn't plan to include in the campaigns or multiplay as a cost saving measure.
