By moving (renumbering) the civilian and other units with techlevel=-1 to the numbers over 100.

that means I can add million of crate goodie units and set em as techlevel=-1 and they will still appear in crates right?
that is if I put their number over 100 like 137 would this work?

in theory yes, if you have techlevel=-1 and crategoodie=yes
