Rules .INI for Red Alert 2

ok i have Red Alert 2 and Yuris revenge, but i only have RA 2 installed with the 1.006 patch no other modifications have been made , i run on a windows xp machine , anyhow my question is WHERE IS THE RULES.ini File and exactly how do i go about finding/extracting it? i can find all kinds of tutorials about what to do once im in the file to mod things but NONE as to where its Located/ how to extract it or from it. and yes i have looked in my RA2 dir and there is NO Rules Ini any help with this would be much appreciated as i have spent hours an hours looking for the answer to this an still havent found anything.

Download XCC Mixer and take a look in your RA2 directory, or on the disc, not sure. I have a copy of the rules sitting here if you'd prefer me to attach it.

XCC Mixer has a find function, which also accepts wildcards.
Search for *.ini, whee

Also, after you've extracted them, you can just put them into your Ra2 directory (so you don't have to put them in mix files right away) and just edit them there, just in case you didn't know.
