The damage dealt by a specific weapon to a specific armor type is defined reversely than in Generals. The warhead of a weapon contains the damage percentages, not the armor.
For example, a Tank Destroyer uses UltraAP warhead. In the [UltraAP] section, you'll find this line:
Verses=2%,2%,2%,100%,40%,100%,2%,2%,2%,2%,100%
That means to deal 2% of weapon's Damage onto targets using none/flak/plate armor, 100% on light armor, 40% on medium, 100% on heavy, 2% on wood/steel/concrete/special_1, and 100% on special_2.

; Light, Medium, Heavy //units

; Special_1, Special_2 //dunno yet
; 5-11 Special_1 is now the Terror Drone's "I'm a unit with infantry vulnerabilities" armor
