u could also use hijacker logic but only attach it to spies cos they logic allows useleess infilitration of refineries.

yeah, that would do the trick as well.. though i beleave nonvehicle doenst work right to make sure its only for civ cars...

For Newbies it might be easier to use the tibedit program. It clears up all the confusion of the rules file, of course it doesn't explain everything quite as good. I personally used tibed on all of my personal mods, but the ones i let others play (all destroyed now, computer crash) i used the notepad because its easier to check for mistakes.
