lol, what i meant by "i can edit the rulesmd.ini but not the artmd.ini in notepad" is that notepad cant handle opening so much information, and it wont open that much either. what i do, is i use word viewer......but i cannot edit using it. so i just usually use "map mods" until i can get a good word program. Anyway, i am in the works of making the website, and such.

Indeed, WordPad comes with Windows. And since you're playing RA2, you have Windows. Therefore, you have WordPad. It's usually in Program Files\Accessories or something like that. (If, for some odd, inexplicable reason, you deleted it, I'm sure you can Google it and find a download, or get it off your Windows disk)
Also, before you go calling someone an ignoramus, I would suggest using capitalization, grammar, and other techniques of increasing readability correctly.

Ok, first, I am very good with grammar, and secondly, yes, I do have Window's, and third, yes, I do have notepad. BUT. I had 2 conflicting programs, both Adware and Spyware detectors, that thought that every other program on my computer was Adware or Spyware. So, unfortunately, I lost Wordpad, along with about half of the DLL files on my computer, and I have downloaded multiple word editing programs, which just won't work. Now, yes, notepad IS much easier to edit .ini files in, BUT notepad, as I am sure you have noticed, is not capable of opening such a large file as Rulesmd.ini or artmd.ini, and therefor, that is where this whole argument began. And I have tried to google word, and even gone to Microsoft Update, and found NOTHING. So, what doyou propose I do? I do not have a window's disk anymore, am running window's 98, and, half the programs I try to run don't work. What do I do? And will someone answer this question: Can there be 2 Artmd.ini files being read from in the westwood folder somewhere? Because if I can, I will make my modified artmd.ini, including ONLY what I need, and stick it in it's proper place.

No there can only be one art control file.
Reinstall windows, or get XP. XP's notepad does not have a filesize limit btw.
But I know you won't do this until you find there are things you want to run that you simply can't run. Like DirectX.
So in the meantime, get editpad or something.

TextPad.
And actually, when you're in a situation where you cannot install windows anymore, your current installation is fucked up, and half of your programs won't work, the smartest thing to do would be to go get linux.
Seriously. I'd rather have the challenge of getting my games to run under an OS that's basically working, than a comp which runs RA2 fine but can't even start wordpad.
Plus, unfortunately, Win98 is obsolete. Meaning: You should be able to get a used copy for almost no money now.
