Does the CameraRange= define the spyplane camera radius? Or does settings in the SpyCameraWeapon define the radius?
Does the SpyCameraWeapon actually do anything usefull? (i.e. what can you change that will actually have an effect?)
Are there any other tags or settings that have an effect on the spyplane (especially on its camera effect)
I think the weapon action itself is hardcoded (not absolutely sure, but reasonably sure ) to be THE camera weapon, so it's more important to look at the weapon itself:

How far away from the target to start unshrouding
By default Damage= is small and Range= is long, which gives you the long skinny unshroud action. Change Damage= to large and Range= to short, and you get a Psychic Reveal -type unshroud event.
