Default Problems adding naval units

I am having trouble adding naval units in my YR mod. I have added one ship for each side. When I play, my side is only able to build its side specific ship, but the enemy cranks out multiple ships, even if they aren't supposed to be able to build it. Is anyone familiar with this bug and can someone tell me how to fix this?

I am very familiar with the AI just building what it wants, instead of what I tell it it can build, but I can't build anything of worthfulness.

For You: Make sure that everything reads right in the rules, you know, owner, cost, strenght, prereqs., ect. Also make sure you spelled everything right, a simple mispelling will spell doom for your game mod, trust me.

For AI: Make sure and add the string ForbiddenHouse=WHOEVER for the units that side can't build. If this doesn't work, you'll need more help then I can give you because its probably something in the AI.INI file or some other thing I know nothing about.

I have a feeling that you have hit the 100 buildable units bug! Duh-duh-dun! *sinister mad scientist laugh*

To get around this you need to reorder the units i you vehicles list, so that ALL Civilian and other non-buildable (by any side) are over the number 100 in the list.
