Stupid Chopper Rotors
They apparently work for flying vehichletypes with the appropriate extra sections in their voxel and hva files, but aircrafttypes won't do it! Is there anything I can do!? I don't even care about making them spin while the copter is stationary, the thing lands, it doesn't hover. I just want my damn aircraft chopper's blades to spin! Why must life be so hard!?!

Multisectioned voxels for AircraftTypes do indeed work. (Though they do not animate while the aircraft is in the process of landing - only when flying).

Does it animate in the HVA editor? Maybe you only have one rotor frame, or else all the rotor frames are identical?

Admittedly, I have no idea how to do anything in the HVA editor. I assumed it works because the rotor does spin when I make the unit a vehicletype instead of an aircraft type. I also tried using the Seige Chopper voxel and HVA as an aircrafttype, and it's rotors were still as well. Maybe it's the Carryall logic, or maybe it only works in Yuri's Revenge?

Using the HVA editor is easy once you learn its little idiosyncrasies.
I have a rotored Osprey I'm using in my mod, and it works fine. In case animated voxels only worked for spawned aircraft for some ridiculous reason, I dropped copies of the voxel and hva into my RA2 dir, and renamed them to falc.vxl/falc.hva, and built Harriers in the game. They still worked. I can't imagine that they wouldn't work in RA2 as well as YR.
Though I discovered that it's really bad if you have the planes coded to bank while turning... looks horrible with animated bits, because its all choppy and jumpy.
Could be the carryall logic I suppose. Get it working for the Harrier first and then you'll have a better idea.

Tried it in both Red Alert 2 and Yuri's Revenge, and it only works for the latter. I was only planning to mod YR anyway, but that is dang disappointing nonethelss.

You're right. I was trying to think of what it was they might have added that would necessitate fixing that. The spy plane escaped me because it had propellers instead of rotors.
Well, that settles that. Thanks, guys.

i find rather than HVA anims, Permaspin turrets have a better effect in most cases.
