Default Beta version of Mods Starter Kit

Here's what i've got so far for my mod starter's kit. Completely reworked comments (except for art.ini), blah blah blah, etc.

Try it out and if you have any suggestions, comments, bugs, etc. then just post.

The comments in the files are my documentation

The Mod Starter's Kit is a pack of enhanced rules.ini, art.ini, and sound.ini. They contain all sorts of enhancements, modifications, and more. In short, this pack is designed to be a base of a mod, whether it be for someone who is new at modding RA2, or an experienced person.

yep. To use the talk bubbles, new or modified maps will be needed. Its a script action that generates the talk bubble.
