easiest way to make sure it converts properly is to use paint shop pro and apply cameo.pal to it.

Get the latest tools here, namely the SHP Builder:Tiberium Sun Utilities

I know there was already a link posted, but there is a lot more here than that. Take a look.

MS paint rules! but it does have limitations, thats why i use PSP to apply pallete and convert to other formats.

I hate MS PAINT!! That is the most pathetic image program since 1995.
I use Macromedia Fireworks MX 2004. That program is beautiful. Just doesn't support palletes, which is no problem if you have XCC Mixer. MS Paint just doesn't have a magic wand or a lasso tool. Or layers! For cool looks you gotta have layers.

imo, its the best thing for cut and pasting sprites, you can't beat it. simply sed second colour to blue, and you can drag parts over other parts and the blue is transparant.

even if i do something in psp, i copy and paste it into paint for the cut and paste parts.

i use 3 programs for cameos. PSP to add the effects, Photo Editor to cut out the text, and pain to paste it all together. then back to PSP for the pallete and file conversions.
