does not work cos the v3 rocket is a spawned misisle which has hardcoded weapon code and thus its not a normal weapon hence you can't add RadLevel=

2nd it is possible but only on building types i.e. make a weapon whic uses v3rocket as projectile which has a upgrade to fire nuclear ones.
