how can i mass change the range for all weapons is this possible

Relatively, no. (Like adding x% of the original range or something)
Absolutely, yes. (Find/Replace, "Range=" into "Range=18;" or whatever)

AirRangeBonus can be also be used to improve the AA range of a weapon too, useful if it has two roles.

You attach this to the unit or structure by the way.

I.e. say your ATADS has a anti tank missile range of 6 but you can use AirRange bonus of say 3 to boost its range against AA to 9 cells.

Don't exceed maximum range of the weapon i.e. don't use 7 in my example otherwise wierd things happens andit applies only to Primary=

This is probably the best way to have a balanced ground based patriot missile defence.
