If you read the the document, VQP can't be played. It is a palette for VQA files.

i dont think there is, i would love there to be a way

i asked this question a looooong time ago

as i wanted tiberian sun to actual have a intro (which it has but its strangely not included with the game) its .MOV, which can be changed to .AVI AFAI can remember

but .avi to .vqa i wish
pretty sure its impossible
