If you mean like in Generals so i dont think so..no without deploying them by your self to the ground..
but you can do mines that will explode when hit the ground(like Parabombs)

Get the mine layer tutorial working with neutral infantry mines, and make the creating anim the lightning bolt's warhead anim.

It is possible. Create a new infantry with the image of a mine and a speed of 0, then just give it a short-range suicide weapon. Replace a paradrop to have it drop these infantry and voila. Because you're replacing a paradrop, these mines are actually on your side so you can choose whether you want them to only blow up on your enemies or blow up on anything (using the unused AttackFriendlies= tag). It's very similer to Parabombs, except the weapon's range is much much smaller so it does not blow up unless units are right nearby (an issue sometimes the parabombs had actually. They settled down and failed to explode. That's what gave me this idea in the first place. )

Wow. I posted. I need to visit here more.

Wouldn't that make the EVA sound "Unit Lost" each time that the suiciding infantry exploded on/near the target?

Only if they were significant enough to be mentioned...

Actually, Insignificant=yes only affects the endgame scoring, not the "Unit Lost" sound.

Yep. Currently there is no way to stop that short of removing the EVA event entirely. AlliedG has informed PD about this though, and he has added it to his todo-list for the Rock Patch.
