I have used a copy of the rules.ini from the net and when i start my game it says loading WarForces2167 Mod Created by BWarrior

How do I change this?

So does anyone know where i can get a clean RA2.csf?

extract it using xcc mixer which you said you have

the file can be found in language.mix

the mix file is in your RA2 directory

actually, juse delete the csf file, then when you run the string table editor, it will extract you a new 1. you only need it if you edit strings(which you probably will do a lot)
