It can be done but only for modded maps which are included with your mod.
Say you make an alternate snow voxel for the rhino. Include the voxels and hvas for it in your mod, and add the art code for it in the art file (say its called HTNKA). No rules editing is needed.
Now in your modded map, include
[HTNK]
Image=HTNKA
On every other map which is not modded, the normal rhino voxels will be used though.
